UDIA National Board
The Urban Development Institute of Australia is the leading development industry body, representing more than 2,500 member companies and agencies across the public and private sector.
It is governed by the National Board, made up of representatives from each UDIA State Board.

Oscar Stanley
UDIA National President (VIC)
Oscar joined ABN Group in 2015 as General Manager of Development following a career spanning over a decade acquiring and managing some of Victoria’s most notable projects. Whilst a Senior Development Manager at Stockland he oversaw one of Australia’s best-known master planned communities, Highlands, which was awarded UDIA’s ‘National Master Planned Development’ in 2012. Following his time with Stockland he joined ID Land where he was introduced to the private property sector. As Development Director he managed six active projects across both greenfield and infill suburbs including The Barkly townhouse project in Brunswick. This project was awarded the Medium Density category at the 2016 UDIA National Awards for Excellence. With ABN Group Oscar works across Homebuyers Centre, Boutique Homes and Resolve Finance, he is driven by the delivery of quality affordable housing through innovative finance solutions and mutually beneficial builder/developer relationships.

Richard Pappas
UDIA National Vice-President (WA)
Richard Pappas is the Managing Director of Celsius Property Group operating in Western Australia, a vertically integrated property business including Property Development, Property Sales, Facilities Management, Property Management and Finance.
Richard is currently the President of UDIA WA having served on Council since 2020.
Richard possesses a Diploma of Property (REIWA) in addition to a Diploma of Financial Services and a current Real Estate licence.
Recent award winning projects of Celsius include the mixed use Vic Quarter development in Victoria Park on behalf of the Fowler Group, Lucent Claremont and Park Terraces in Shenton Park.

Scott Ullman
Secretary, Director (QLD)
Scott Ullman is the General Manager Residential Queensland at Frasers Property Australia. Scott joined Frasers Property Australia in 2007 and oversees the acquisition and development of apartment, mixed use, townhouse and land communities which have an end value of in excess of $2 Billion.
Prior to joining Frasers, Scott was a consulting engineer and project manager working on numerous property and infrastructure projects throughout Queensland.
Scott is also the President of UDIA Queensland, and has served on Queensland’s Board since 2019.

Col Dutton
UDIA National Immediate Past President (WA)
Col Dutton is General Manager, Master Planned Communities, Stockland Western Australia. He served as National Vice President over the past four years before taking on the role of UDIA National President in September 2023. Col has more than 20 years’ experience working in the property industry around the country. With more than 20 years’ experience in the property industry, Col leads Stockland in Western Australia, the largest residential developer in Australia. He leads a multi-disciplinary team of more than 60 with responsibility for delivering a pipeline of more than 12,000 diverse, affordable new homes across Perth’s key growth corridors. In addition, Col is driving Stockland’s focus on mixed use town centres and medium density developments in greenfield and infill locations across Perth. Col was appointed to his current role in 2011, and prior to this held senior roles with Stockland in Queensland and in Local Government. He is currently President of UDIA WA and was previously President of the UDIA Gold Coast branch from 2007 to 2010. Col holds an Associate Diploma and Bachelor of Civil Engineering(Hons).

Andrew Duggan
Director (VIC)
Andrew Duggan is the General Manager of Victoria at Villawood Properties, one of Australia’s largest private developers. He has been with Villawood for 15 years in varying roles and prior to this spent 10 years in a property advisory.
Andrew oversees Villawood’s Victorian engine-room, maintaining a coal-face presence across strategy, acquisitions, legislative demands, development, approvals, project management, sales and market delivery and industry advocacy. His focus is on the continued, successful delivery of Villawood’s project portfolio and the pursuit of growth, leadership and new opportunities.
Andrew’s experience covers broad aspects of residential development from large scale masterplanned communities, integrated townhouse developments, apartment, town centres, commercial and residents’ clubs. He has spent many years on varying committees with UDIA Victoria before joining the Victorian board in 2021.
Qualifications: Bachelor of Science (Planning); Bachelor of Social Science (Environment)

Lael Mayer
Director (SA)
Lael is a Civil Engineer with over 30 years of experience in the design and delivery of urban development and major infrastructure projects in South Australia, Queensland, Western Australia and the Northern Territory.
Lael has been with private developer firm Adelaide Development Company (ADC) for over 19 years, including as General Manager, and is Managing Director for development advisory firm Town Founders.
ADC is a founding member of the UDIA and Lael is a longtime supporter of the UDIA, including UDIA(SA) Executive Council Member from Oct 2014 – March 2021, Secretary UDIA (National) from 2018 – March 2021 and a judge for UDIA(SA) Awards for Excellence.
He remains very passionate about increasing the supply of development ready land, unlocking and providing fit-for-purpose essential infrastructure and putting downward pressure on approval timeframes and development costs to ultimately reduce the cost of housing.

Andrew Giles
Director (NT)
Andrew is a Partner at HWL Ebsworth Lawyers who’s core areas of practice are all aspects of property law (including the acquisition of freehold and leasehold sites (as a going concern)), large scale construction, infrastructure and development projects (including procurement), commercial contracting (including supply and services agreements), transport (aviation), corporate structuring and compliance work for businesses. Possessing complementary tertiary qualifications in commerce (finance major), business experience and inhouse experience, Andrew retains a strong commercial and practical approach to issues.
Andrew currently acts for a wide variety of participants in the development industry from private developers, service authorities and all levels of government.
Andrew’s experience has seen his appointment as the President of the Urban Development Institute of Australia (NT); the National Board of the Urban Development Institute of Australia; the Housing Alliance (NT) by appointment from the Northern Territory Government; the Board of the Darwin Entertainment Centre; the Commercial Law Committee of the Law Society of the Northern Territory; and a member of the National Electronic Conveyancing Subcommittee, Law Council of Australia. Additionally, Andrew is HWLE’s practice group head for Construction and Infrastructure in the Northern Territory.

Cameron Holt
Director (NSW)
Cameron Holt has over 30 years of experience in property in both Private Sector and Government roles. He has a proven record in leading and managing businesses and is currently the Chief Executive Officer and Managing Director of AVID Property Group. In that role Cameron is responsible for driving value and returns from a national portfolio of development projects, including significant Joint Ventures. Cameron’s experience extends to the full oversight, capital management and governance of large scale development businesses. He was previously the CEO & MD of Investa Land, a National Residential and Industrial Land Development business stretching across five states of Australia. Cameron has worked in private and publicly listed businesses including Mirvac and Clarendon Homes. He has also worked in senior roles in Local Government and has successfully pursued his own property development interests. Cameron continues to be highly involved in shaping policy through active participation in professional bodies and is the recipient of several awards from industry associations.
